I've tested on a few bbPress sites, and the behaviour seems inconsistent - but I can't tell whast the 'vanilla' behaviour is, or how much of this is affected by plugin settings.

Either way, there shouldn't be any scenario where an arbitrary (non-existant) user path returns a 200 status.

Fixed via #3047.

The version of bbPress running on WordPress.org needs to be updated to take advantage of these improvements, and that is most likely to happen when bbPress 2.6 is released.

bbPress.org is running the latest, and you can see the correct 404 status there:
