The tool to recalculate _bbp_topic_id for replies isn't shown in the list table. Below patch fixes it.

Patch ​2859.02.patch takes an alternative approach to ​2859.01.patch by changing each tool's priority rather than removing the priority, if a tool's priority is 0 then it is not shown in the repair tools screen.

This changeset fixes an issue where the bbp_admin_repair_topic_meta() repair tool was not included in the list table.
