The problem is the following - view topic can only be up to the 9th page, if you go to a theme and click once on the 10th page response, you will be 404 error (page not found) .... And, accordingly, no pages are displayed after the 10th (11,12,13,14,15 etc)
In the settings you tried to change and 10 posts per page and 20-ty, there is no difference - no errors are displayed only the first five pages 9 ...
