Changing user's role via bulk actions erases forum role

From the Users page, if you change a user's role role via the bulk actions but you leave the forum role as "Change forum role to ...", it results in the user's forum role getting erased.

I've seen this a few times.

Arguably not our bug, though bbPress is making a core WordPress bug very apparent.
