Update bbPress.org footer design to reflect the latest changes to WordPress.org design.

I think changing the footer should be done, not sure about the header, thoughts?

Attached is a very hacky image (via Chrome inspector) :P

Attached example html & css bbpress.org footer based on the original wordpress.org footer ​#META31.

Going to close this as wontfix. Not that we won't fix it, but that I'd like us to think more about a full redesign (mobile first?) than worrying about integrating too many of the WordPress.org updates.
