Introduce Forum Importer template for use with importing from Mingle Forums WordPress plugin v1.0.33.3

Known Issues:

  • Categories are not imported from wp_forums_groups
  • Sticky Topics are not set See #2126
  • An empty post/reply is associated with each topic (1)
