Edit link not shown, even when edit_others_topics is present

Description

So I have a user role that has the edit_others_topics capability.

They don't see the Edit link for the topic, but can edit it just fine, by going to the edit URL directly.

(In [3352]) Remove is_super_admin checks from edit topic/reply link functions. Fixes #1566.
