Description

If no forum is visible due to the settings (and especially when not logged in) you shouldn't be seeing the Create new topic form

I place two forums to private and no forum showing in public.

You must be logged in to create new topics.

There is already logic in place to prevent this from happening, and I'm not able to duplicate the issue.

Can anyone confirm this?

yes it is still happening, same whether the forum is private or trashed.

The New Topic template displays a form, but submitting it does not work.

(In [3127]) Prevent "create topic" form from showing if current user cannot create topics or there are no public forums to create topics in. Fixes #1443.
