Tag Form on Topic Page

1. We need to show a delete link after every tag ([x]).
2. We also need to add a add topic tag form (to be only shown when the topic is open or the person can edit that topic).
3. Could be ajaxified.

Fixed this in r3098, but leaving open and bumping to future release since it could be better match the existing functionality.

Thinking this would make a good widget to start out with.

So... I switched topic tags into being fully editable by everyone that can post a reply. This may or may not end well. :)

The approach is users that are replying have the ability to manipulate the tags of a topic. We'll see how it goes, and make adjustments as needed if it gets destructive.
