Visting Settings > Permalinks for the first time generates errors

Description

RC2 upgrading. Windows Vista. Visting Settings > Permalinks gens errors about not being able to write to the .htaccess file. Various messy things underneath that don't make much sense.

Saving the default permalink structure option eliminates the error messages all is well again.

(In [2181]) Check for availability of mod_rewrite before changing the permalink settings. Detect for IIS7. Nicer styling of permalink options page. See #1116

Though I'm on Win7 (not Vista, like burtadsit), I had no error at all.

I also think this problem was solved by [2181] or later, since burtadsit was referring to 1.0-rc-2...
