Build Tools: Update grunt-contrib-uglify to v0.9.2

This changeset includes an update to the parent dependency UglifyJS v2.4.24 which fixes a bug that can cause logic bugs to be introduced into minified JS.

Hat-tip pento. Fixes #2856.
