More grunt updates:

• Add grunt-patch-wordpress to package.json
• Adds grunt task grunt patch to grunt build and grunt build-release
• Requires fresh npm install to update dependencies
• Full instructions ​https://github.com/aaronjorbin/grunt-patch-wordpress#patching-from-the-command-line
• Props jorbin. See #2542
