Inexperienced forum users often fail to realize that (unlike blog comments) they should not just butt-in on the end of another discussion with whatever topic is on their mind - they fail to start a new topic, or fail to search for an appropriate topic on which to post their thoughts.
What would solve this is a moderator tool that provides a "Move to..." option on every post.
When selected an "intermediary thing/page/alert" would enable the moderator to either:
Add a title, and create a new topic (assigning creation of the topic to the user)
Find and select an existing topic which is more suitable.
In both cases, the user may have bookmarked the thread so a "comment moved" stub might be necessary in place of the comment, i.e. "ear1grey added a comment here which has been moved to: <a>Blah</a>"
